During an Arria-formula meeting on children’s right in Syria, the Chairperson of Independent Commission of Inquiry (COI) on the country said, “History is repeating itself, and the children of Syria are suffering while Member States fail to do what is within their power; stopping the carnage.”

Briefing on the COI’s January report titled ‘They erased the dreams of my children’ Paulo Pinheiro said today (19 Feb) the report documented how all parties committed flagrant violations of children’s right. He said children have been killed and maimed due to deliberate attacks against civilians, and boys as young as six have been recruited to participate in the hostilities. He added that schools and hospitals have been destroyed, used for military purpose, and looted. Pinheiro noted that sexual violence against women, men and children has been a persistent feature of the conflict, adding that ISIL had sold Yazidi girls as young as nine as many remain unaccounted for.

The Chairperson stressed that given the “recurrent nature of violations, there must be a focus on how to assist these children in practical concrete ways.” He said the events in and around Idlib demonstrated the same patterns of the last few years but are magnified and compounded. He added that another wave of displacement had been triggered, including over half a million girls and boys since the beginning of December, with some towns and villages in southern Idlib and western Aleppo provinces reportedly being completely de-populated.

Addressing countries with foreign nationals with perceived links to ISIL, Pinheiro remined that it is “each government’s responsibility to repatriate children in line with the best interest of the child.” He added, “Children are being held together with adults in poor conditions – what is really a scandal. The failure of Member States to abide by their international obligations is putting countless girls and boys at risk of abuse and exploitation.”

The Chairperson underscored the importance of providing children who have suffered violations with support to return to their communities. He urged the international community to facilitate and provide resources to reintegration and rehabilitation efforts.

The Independent Commission of Inquiry on the Syrian Arab Republic was established on 22 August 2011 by the Human Rights Council.
