In 2009, the United Nations Security Council established a mandate dedicated to preventing and addressing the scourge of conflict-related sexual violence, which it recognized as a threat to security and an impediment to sustainable and inclusive peace. In the years that followed, few issues have managed to arrest the collective conscience and galvanize the international community like the issue of wartime rape and the social stigmatization faced by survivors, in a climate of prevailing impunity. The past decade has seen intensified advocacy and action, leading to dramatic normative, institutional and operational progress. This milestone anniversary is a chance to take stock of the factors that have enabled progress and to set the stage for a new decade of concerted effort.
