9. SOUNDBITE (English) Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy:
“Every step that has been taken so far by Iran – and I underline so far – is reversible. We’ve constantly called upon Iran to reverse these decisions and go back to full compliance, which has been the case until recently, because this is in the interest of all. Let me add, this is in the security interest for sure, of all of us. It is also in the economic interest of Iran. So, I believe that… I hope - I am not sure I believe, I hope, that rationality will prevail.”

STORYLINE:

“There is full determination to try and preserve” the Iran nuclear deal,” said the EU High Representative Federika Mogherini after chairing a meeting of E3+2 with Iran and added “every step that has been taken so far by Iran – and I underline so far – is reversible.”

High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini was briefing reporters on Wednesday (25 Sep) in New York after chairing a ministerial-level meeting between three EU countries: France, Germany and UK, plus China and Russia on one side and Iran on another.

Reading a Security Council statement, Mogherini said “the JCPOA [Joint Comprehensive Plan of Action, known also as Iran nuclear deal] as endorsed by the UN Security Council resolution 2231 of 2015 remains a key element of the global nuclear non-proliferation architecture and a significant achievement of the multilateral diplomacy.”

According to Mogherini, participants of the meeting “underlined the importance of the full and effective implementation of the JCPOA by all sides and confirmed their determination to continue all efforts to preserve the agreement which is in the interest of all.”

The High Representative also said “As you know the agreement has two pillars: the nuclear commitments and the economic side that is linked to the sanctions lifting. On both elements there is full determination to try and preserve the agreement. On both elements there are challenges and there is a will to try and preserve the deal.”

Mogherini said, “I will not hide that it is increasingly difficult to do it and we have discussed today the fact that we will try to continue to keep the agreement in place and overcome the difficulties that we are facing.”

She also said “every step that has been taken so far by Iran – and I underline so far – is reversible. We’ve constantly called on Iran to reverse these decisions and go back to full compliance, which has been the case until recently, because this is in the interest of all.”

The Joint Comprehensive Plan of Action is an agreement to curb the Iran's nuclear program in exchange of lifting economic sanctions. It was signed in July 2015 by Iran, the five permanent members of the UN Security Council —China, France, Russia, United Kingdom, United States, plus Germany and the European Union. In May last year, the United States withdrew from the JCPOA and imposed unilaterally sanctions on Iran. It has also threatened to target with sanctions any entity economically engaged with Iran.
