“40 years Ago, the historic International Conference on South-South Cooperation gave rise to the Buenos Aires Action Plan to Promote and Realize Technical Cooperation among Developing Countries. Since then, the Buenos Aires Action Plan, known as PABA, has been the basis and reference point for South-South cooperation, guided by the principles of national ownership, equality and non-conditionality. The PABA transformed the dynamics of international cooperation.”

“South-South cooperation can never be a substitute for official development assistance or replace the responsibilities of the Global North set out in the Addis Ababa Action Agenda and the Paris Agreement. South-South Cooperation must also involve young people, civil society, the private sector, academia and others, building innovative partnerships and extending the reach of initiatives. It must harness the potential of new technologies and digitalization that create opportunities and promote inclusivity.”

STORYLINE:

Addressing the opening of the UN Conference on South-South Cooperation in the Argentine capital, Buenos Aires, Secretary-General António Guterres today (20 Mar) said that the Buenos Aires Plan of Action (PABA), which resulted from the landmark international conference on South-South cooperation 40 years ago, has transformed the dynamics of international cooperation.

Guterres said PABA, “has been the basis and reference point for South-South cooperation, guided by the principles of national ownership, equality and non-conditionality.”

The Secretary-General stressed that South-South cooperation can provide solutions to several issues central to combating climate change and promoting sustainable development, including rising inequality; infrastructure and energy; and gender, as well as strengthening the multilateral system.

He said, “South-South cooperation can never be a substitute for official development assistance or replace the responsibilities of the Global North set out in the Addis Ababa Action Agenda and the Paris Agreement. South-South Cooperation must also involve young people, civil society, the private sector, academia and others, building innovative partnerships and extending the reach of initiatives. It must harness the potential of new technologies and digitalization that create opportunities and promote inclusivity.”

Guterres met with President Mauricio Macri, congratulating Argentina for successfully hosting the Second High-level UN Conference on South-South Cooperation and commending the Government’s leadership concerning other UN global priorities, including the 2030 Agenda for Sustainable Development.

The Secretary-General also met with Chilean President Sebastian Piñera this morning. He commended Chile´s contribution to the priorities of United Nations, including the Government’s efforts to strengthen South-South Cooperation.

The Secretary-General congratulated President Piñera for Chile’s leadership on climate change as the host country of the 2019 UN Climate Change Conference to take place in Santiago.

The Secretary-General and the President also discussed regional developments.
