Presidential Statement Also Calls on Parties, Particularly Taliban, To Abide by Council Resolutions, Cooperate with UN Special Mission

Expressing grave concern at intensified fighting in Afghanistan, the Security Council this morning called on the parties to cease hostilities and negotiate, reiterating that continued conflict threatened to destabilize the region and prevent the formation of a fully representative government.

In a statement read out by its President, António Monteiro (Portugal), the Council expressed regret that important Council and General Assembly resolutions remained unimplemented and called upon the parties, in particular the Taliban, to abide by them, to fully cooperate with the United Nations Special Mission to Afghanistan (UNSMA), and to participate in serious negotiations through the good offices of the Special Mission. It urged interested countries to coordinate their activities with the Special Mission and refrain from supporting one Afghan party against another.

The Council also called upon all States to end immediately the supply of arms and ammunition to all parties to the conflict. It reiterated its concern that the continued conflict in Afghanistan provided a fertile ground for terrorism and drug trafficking and called upon Afghan leaders to halt such activities. Further, the Council expressed its deep concern at the worsening of the humanitarian situation and at the discrimination against women and other human rights violations.

The Council expressed full support for the efforts of the Special Mission to facilitate national reconciliation in Afghanistan. Convinced that the United Nations must continue to play a central role in assisting the parties to negotiate on the basis of its resolution 1076 (1996) and of General Assembly resolution 51/195, the Council welcomed the activities of the Special Mission and its holding of intra-Afghan working group meetings in Islamabad.

The Council also welcomed the convening by the Secretary-General of a meeting of concerned countries on 16 April 1997, following the earlier meeting held in New York on 18 November 1996. It also welcomed the convening of an International Forum on Assistance to Afghanistan on 21 to 22 January at Ashgabat, Turkmenistan, and the forthcoming meeting of the Afghanistan Support Group on 21 April 1997 in Geneva.

The meeting, which began at 10:23 a.m., was adjourned at 10:39 a.m.
