2. Wide shot, Security Council
3. SOUNDBITE (English) Nikolay Mladenov, Special Coordinator for the Middle East Peace Process, United Nations:
“What is happening in Gaza is an injustice that no man, no woman, no child should have to endure: the deplorable living conditions; the consequences of the continued, suffocating closures; the control by Hamas; and the mounting risk that Gaza could trigger a new conflict. People should not be destined to spend their lives surrounded by borders they are forbidden to cross, or waters they are forbidden to navigate. They should not be destined to live under the control of Hamas, which invests in militant activities at the expense of the population.”
4. Wide shot, Mladenov addressing the Council
5. SOUNDBITE (English) Riyad Mansour, Permanent Observer of Palestine to the United Nations:
“Such wilful targeting of civilians is terrorism, is terrorism, in every meaning of the word. It is a grave breach of international humanitarian, human rights and criminal law and the obligation to protect civilians.”
6. Wide shot, Palestinian ambassador
7. SOUNDBITE (English) Riyad Mansour, Permanent Observer of Palestine to the United Nations:
“It is totally illogical and absurd to reward Israel's illegal behaviour with support for its brazen candidacy to the Security Council, a body it has never respected, constantly mocks and undermines the credibility of. The audacity to ask to be a member of this club that they despise, they disrespect, and they refuse to implement its resolutions.”
8. Wide shot, Security Council
9. SOUNDBITE (English) Danny Danon, Permanent Representative of Israel to the United Nations:
“Mr. Mansour, I would like to repeat the words of our former Prime Minister, Golda Meir. Peace between our peoples will come only when you love your own children more than you hate us. Unfortunately, this quote still correctly describes the Palestinian leadership today.”

11. SOUNDBITE (English) Danny Danon, Permanent Representative of Israel to the United Nations:
“Israel will never apologize for defending our country. It is Israel that cares so deeply about innocent lives. It is the Palestinian leaders who exploit every innocent death for its shameless public relations campaign. And it is Hamas that is fully responsible for every Palestinian injury and death that has resulted from these incidents.”

STORYLINE:

UN Special Coordinator for the Middle East Peace Process Nikolay Mladenov said the situation in Gaza is “an injustice that no man, no woman, no child should have to endure.”

Addressing the Security Council today, Mladenov said Gaza was coming apart under the pressure of negative humanitarian, security, and political factors. He said Gazans faced “deplorable” living conditions, “continued, suffocating closures”, control by Hamas, and “the mounting risk that Gaza could trigger a new conflict.” He added, “People should not be destined to spend their lives surrounded by borders they are forbidden to cross, or waters they are forbidden to navigate. They should not be destined to live under the control of Hamas, which invests in militant activities at the expense of the population.”

The Special Coordinator said 35 Palestinian have been killed by Israeli security forces in the demonstrations. He said children in the strip were at grave risk with at least four children shot death by Israeli live fire. He reiterated that civilians, particularly children, should not intentionally be put in danger or targeted in any way. Mladenov welcomed the recent reports that Israeli security forces had established a team to examine the use of force in the protests.

Palestinian ambassador Riyad Mansour said Palestinian were living the longest military occupation and most protracted refugee crisis in modern history. He said the restraint shown by Palestinians should be seen as extraordinary adding that the peaceful protests in Gaza were a natural response to a cruel and illegal occupation.

Mansour asked where else in the world could an entire population be imprisoned and designated as legitimate targets, quoting Israeli Defence Minister Avigdor Lieberman as saying that there were no innocent civilians in Gaza. He said Israel did not seek peace adding that if it did, the world would not have been witness to the shooting of 15-year-old Mohammed Ayyoub in the head by an Israeli sniper during protests.

The Palestinian ambassador said it was “totally illogical and absurd to reward Israel's illegal behaviour with support for its brazen candidacy to the Security Council, a body it has never respected, constantly mocks and undermines the credibility of.” He added, “The audacity to ask to be a member of this club that they despise, they disrespect, and they refuse to implement its resolutions.” He called on the Security Council to act to de-escalate the dangerous situation in Gaza and prevent further loss of innocent lives.

Israeli ambassador Danny Danon said the protests were not peaceful adding that there was nothing peaceful about placing explosives on the Gaza fence, firing over the fence at Israeli positions, burning tires, and throwing Molotov cocktails. He accused Hamas of using protestors as human shields in the hopes of causing civilian casualties. He said despite this, the majority of those killed in the protests were members of terrorist organizations.

Turning to the Palestinian ambassador, Danon quoted former Israeli Prime Minister, Golda Meir in saying, “Peace between our peoples will come only when you love your own children more than you hate us.” He added, “Unfortunately, this quote still correctly describes the Palestinian leadership today.”

The Israeli ambassador said his country had a responsibility to protect itself adding that it would ensure that, when necessary, incidents are investigated by the proper authorities. However he said, “Israel will never apologize for defending our country.” He said Israel cares deeply about innocent lives addinf that Palestinian leaders “exploit every innocent death for its shameless public relations campaign.” He held Hamas “fully responsible for every Palestinian injury and death that has resulted” from the protests. He called on the Council to condemn Hamas, which he said had orchestrated the protests.
