When Hans Blix, the Swedish arms expert who headed the International Atomic Energy Agency (IAEA) for 16 years, came out of retirement in 2000 to head the UN’s search for weapons of mass destruction in Iraq, a former US diplomat said: “From the Iraqi perspective, he will be too demanding. From the perspective of the Bush administration, he will be too judicious. From the perspective of people who want peace at all costs, he will be too uncompromising.”
