STORYLINE:

United States Ambassador Samantha Power told reporters today (16 Dec) that “horrifying” attacks on fleeing civilians in Aleppo “are contrary to the laws of war and they need to stop immediately."

As the Syria crisis enters its sixth year, civilians continue to bear the brunt of a conflict marked by unparalleled suffering, destruction and disregard for human life. Power described “despicable acts” including firing upon weak, starving and wounded civilians, disappearing men and boys, and forcing others to join the regime’s forces on the front lines.
Power said people who are “forced to make the terrible choice of staying put and being bombed and starved to death, or abandoning homes that they lived in for generations, should at the very least, be able to evacuate safely.”

She pointed out that “the ceasefire and evacuation plan worked out with Turkey’s leadership appears to have been working until this morning when it was reportedly suspended."

The US Ambassador said "unfortunately this effort appears to have stalled due to violent and reprehensible acts by Iranian backed militias, and other Assad regime’s allies."

Also speaking to reporters, Russian Ambassador Vitaly Churkin spoke about a French led text for a resolution aimed at easing the humanitarian situation in Aleppo.

Churkin said “Russia has been doing all those things in the ground. And now France comes in says that they are actually on top, you know, showing the right way to do things on the ground. The UN estimates that some 50,000 people have been displaced from east Aleppo, most of who have been assisted through UN relief efforts, but that many remain without humanitarian protection because the UN is unable to move freely in the area. The Organization now has access to relief camps, but conditions are very difficult: space limitations require two families, or 10 to 12 people, to stay together in each room.
