Secretary-General Ban Ki-moon said “I do not accept recent statements by the Syrian government and Russian ministry of defence that there were no opposition groups or humanitarian organisations present in eastern Aleppo,” appealing to parties of the conflict to “urgently allow the remaining civilians to escape the area and facilitate access for all humanitarian actors.”

Speaking today (13 Dec) at an emergency Security Council meeting on the situation in Syria, Ban stressed “the laws of war and universal human rights must be respected.”

He noted that in recent days the international community has been witnessing nothing less an all-out effort by the Syrian government and its allies to end the country’s internal conflict through a total, uncompromising military victory.

United States (US) ambassador Samantha Power told member States the regime of Bashar Al-Assad, Russia, Iran and their affiliated militia were the ones responsible for what the United Nations (UN) called “a complete meltdown of humanity.”

She asked them, “Are you truly incapable of shame, is there literally nothing that can shame you?”

Power stressed that “the regime” and its Russian allies would only be embolden to replicate “their starve and surrender and slaughter” tactics elsewhere. She added “this will be their model for attempting to retake cities and towns across Syria. It will not end with Aleppo and it will not focus on terrorism. It never has and there is no evidence that it will.”

Reacting to her intervention, Russian ambassador Vitaly Churkin said “what I find very strange with the statement by the US representative, who built her statement as if she was Mother Theresa. Showing photos of a Syrian soldiers helping civilians, the Syrian ambassador said “this is what the Syrian army is doing in Aleppo. Here there’s a picture of a Syrian soldier providing help to a woman helping to get her out of a car. He is making his body a bridge so this woman can get out of this vehicle. She is a woman fleeing eastern Aleppo. These are the humanitarian and self-sacrificing actions that the Syrian Army is engaged in.”

Speaking outside of the Security Council, the UN Special Envoy for Syria, Staffan de Mistura told reporters that he was informed by the Russian ambassador that indeed they had reached an agreement.

He said that this information needed to be verified on the ground. adding that the agreement with the armed opposition –according to the information received- was imminent if not already taking place and that the evacuations or withdrawals had begun.
