STORYLINE:

World Trade Organization (WTO) members concluded their Tenth Ministerial Conference in Nairobi on 19 December by securing an historic agreement on a series of trade initiatives.

The Nairobi Package contains a series of six Ministerial Decisions on agriculture, cotton and issues related to least-developed countries. These include a commitment to abolish export subsidies for farm exports.

Amina Mohamed, Kenya's Cabinet Secretary for Foreign Affairs and International Trade, Conference Chair said, "May I now propose that the Ministerial Conference adopts the draft Ministerial Declaration, the three draft decisions submitted by the General Council and the draft decisions on Agriculture, on Cotton and LDC issues as referred to in part II of the Ministerial Declaration. It is so agreed."

WTO Director-General Roberto Azevedo declared, "The decision you have taken today on export competition is truly historic. It is the WTO's most significant outcome in agriculture. The elimination of agricultural subsidies, export subsidies is particularly significant."

He added, "Today's decision tackles the issue once and for all. It removes the distortions that these subsidies cause in agriculture markets, thereby helping to level the playing field for the benefit of farmers and exporters in developed and least-developed countries."

The Secretary-General also said that the other agricultural decisions made cover public stockholding for food security purposes, a special safeguard mechanism for developing countries, and measures related to cotton. Decisions were also made regarding preferences treatment in favour of least developed countries (LDCs) in the area of services and rules of origin.

"The decisions you have taken here will help to improve the lives of millions of people throughout Africa, around the world as well. The poorer the country, the more they will benefit from what we have done here,” Azevedo emphasized.

Amina Mohamed stressed, "We have done something remarkable today that all of us should be proud of. Kenya thanks you. Africa thanks you. Multilateralism and the Multilateral Trading System thank you."

The WTO's 10th Ministerial Conference was held in Nairobi, Kenya, from 15 to 19 December 2015, the first such meeting hosted by an African nation. The Conference was chaired by Kenya's Cabinet Secretary for Foreign Affairs and International Trade, Amina Mohamed.

The WTO represents 162 countries.
