 “Is 100 billion enough? Only time will tell, what is clear, at minimum we need 100 billion. So I would say let us not put so much energy in trying to figure out how much we need, it might be a wiser strategy to ensure that the 100 billion is on the table, that it is on the table quickly, that there is direct access to that and that it is allocated and implemented quickly.”

STORYLINE

The United Nations' (UN) climate chief said today (2 September) that poor countries are right to expect that any funding given to combat global warming should not be side tracked from existing money given to fight poverty.

Christiana Figueres, the Executive Secretary of the UN's Framework Convention on Climate Change (UNFCCC) told journalists in Geneva that money promised by rich nations should be "new and additional.”

Before the start of a two day conference addressing financing for a global climate deal, Figueres said that governments must take “bigger and bolder steps” in order to rapidly lead the world to “a low emissions future and prepare societies for the climate change already on the way.”

Hundreds of billions of dollars are expected to be needed to prevent future emissions of greenhouse gases by emerging economies and help poor countries facing worsening drought, flood, storms and rising seas.

Danish academic and environmental writer, Bjørn Lomborg, author of “The Skeptical Environmentalist”, recently said that 100 billion dollars will need to be invested annually in order to resolve the climate change problem by the end of this century.

Figueres said that “only time will tell” whether 100 billion are enough, but stressed that at a minimum that figure will be needed.

The informal Geneva Climate Finance Dialogue provides an opportunity for an exchange of views among parties on climate financing - a major issue in the development of a global agreement on climate change. Participants are expected to discuss the overall architecture of the financial mechanism, including the new Climate Fund, as well as private sector engagement, governance and funding sources.
