“My message to the policy makers is, get serious about bringing the Test-Ban-Treaty into force. This is something that everybody sees as critical to the ultimate achievement of a world without nuclear weapons. It is also critical to ensuring that we don’t, before we get there, have new players adding to the problem by acquiring weapons for themselves.”

“Well it will be circuit breaker if the US does ratify it, because so many countries have said they are waiting on that signal that the biggest and most powerful beast in the nuclear world is willing to do just this and to move beyond the voluntary moratorium. It is hugely important if the US does do it, but that should not be the only game in town. I have recently been in China trying to encourage the Chinese political and governmental leadership to move ahead anyway and demonstrate some real global leadership on this issue, not to wait, but to do it. Because it is that kind of signal which I think really would be terrible important for all of this other countries that are dragging their feet.”

“The Comprehensive Nuclear Test-Ban-Treaty itself it must come into force as soon as humanly possible. Those countries which haven’t ratified it should do so but also, the CTBTO, the organization, has to be continued to be supported financially, technically, politically and that means not only the budgetary support but also cooperation in further monitoring stations, being willing to host inspections and generally to contribute to make this an effective operating reality.”

STORYLINE:

Co-chair of the International Commission on Nuclear Non-Proliferation and Disarmament (ICNND) Gareth Evans urged world leaders "to get serious about bringing the Test Ban Treaty info force" without "new players adding to the problem by acquiring weapons for themselves."

Evans met with Comprehensive Test Ban Treaty Organization’s (CTBTO) Executive Secretary Tibor Tóth in Vienna this month to discuss the recommendations ICNND’s new report, Eliminating Nuclear Threats: A Practical Agenda for Global Policy Makers.

Evans said US ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT) is an important “circuit breaker” that would encourage other “hold-out” countries to join the Treaty, and add new momentum to disarmament and non-proliferation efforts.

Evans said that 2010 was emerging as watershed year for the whole nuclear disarmament and non-proliferation agenda.

One area where he hoped to see “significant further movement” this year was in the numbers of States joining the Test- Ban-Treaty.

The CTBT’s entry into force and support for the organization that implements the Treaty are some of the main recommendations made in the report.

CTBTO was set up in 1996 to build up the verification regime of the CTBT in preparation for the Treaty’s entry into force.
