It is a question of the fundamental inequality that characterizes the relationship of the centre and the periphery of Sudan; inequalities which partly explain the different rebellions that have taken place ad continue to take place in Sudan.”

 “We are convinced that the positive outcome we all seek with regard to Darfur will have to take the form of an integrated package that achieves the necessary balance among the various objectives of peace, of justice and reconciliation. And we are convinced, Mr. President, that any attempt to emphasize the importance of any of these three objectives at the expense of the others will not bring about the just and stable peace we all desire for the people of Darfur and which Darfurians themselves seek.”

STORYLINE:

Welcoming the report of the African Union High-level Panel on Darfur, Secretary-General Ban Ki-moon called today (21 December) for the continuation of efforts to encourage the Government of the Sudan and rebel movements to make concessions and embrace the consensus being built by United Nations-African Union Chief Mediator Djibril Bassolé.

The Secretary-General told the Security Council that the report comes at “a critical moment” as elections are scheduled to take place in three months and two referenda “which will determine the future shape of Sudan” will take place within a year.

Ban described the Panel’s report as a revealing assessment that looked at the Sudan in its totality, articulating the links between the crisis in Darfur and efforts to implement the 2005 Comprehensive Peace Agreement (CPA) which ended the civil war between the North and the South.

He stressed that “it will be the Sudanese people who solve Sudan’s problems” but added that the United Nations and the African Union “working together” can provide “critical assistance on their difficult journey towards lasting peace and prosperity.”

Briefing the Council, Gabonese diplomat Jean Ping on behalf of the African Union said that Darfur occupied a special place among efforts deployed by the United Nations and the African Union to maintain peace on the continent because it was the site of the first joint operation of the two organizations. In the Sudan, as in other places of crisis in Africa, the future would increasingly depend on joint action with regional organizations, particularly the African Union.

Ping stressed “the need to include the settlement of the crisis in Darfur in the more global context of settling the crisis that has affected Sudan since its independence”, noting that “certain questions go back to the colonial period”, including the “fundamental inequality” between the centre and the periphery of Sudan, which he said “partly explain the different rebellions that have taken place and continue to take place in Sudan.”

During the past six months, the High-level Panel, interacted with all Sudanese and international stakeholders, spending more than 40 days in Darfur, visiting Government-controlled areas and also those controlled by the armed opposition.
