“Of course investigations are going on; some perpetrators have already been arrested, the government said that, we will have access to them hopefully in the in the coming days. But the point I wanted to make is that I spoke yesterday and today with the Force commander of our force General Patrick Nyamvumba and it’s clear that the moral of our force remains very high.”

“More than two million people have come back to their homes in Iturri, if you compare to the situation two, three years ago its quit a big achievement, and of course MONUC was extremely instrumental on that. Of course at the same time I’ve been in the north of Congo where there are where there is LRA activities, and its clearly LRA are still harassing the population but the number of LRA people are clearly decreasing at least in the DRC, and the number of incidents is decreasing although there is still, of course, harassment by LRA to the local population.”

“We are very interested by the outcome of this, because its clear that any positive outcome, any agreement of Copenhagen will ease of course the, will contribute to peace and security in the world, because its very clear that in some cases climate change has direct influence on instability, displacement, movement of population, which of course has impact on peace and security and in some cases in our peacekeeping operation so we also are very interests in having a very positive argument in Copenhagen.”

“There is still lots to be done for the elections to take place in April. Concerning specifically Darfur the figures we received yesterday from the National Electoral Commission shows a registration rate of sixty one percent for Darfur, which is higher than expected so we have now to check the breakdown, how many IDPs have registered or not, but so far the figures from the NEC is sixty one percent. Altogether for the whole country is seventy one percent average in the whole country and among them sixty one percent in Darfur.”

STORYLINE:

Morale among peacekeepers in the war-torn Sudanese region of Darfur remains high, despite the recent attacks that have claimed the lives of five blue helmets, a top United Nations official said today.

Two attacks in as many days, roundly condemned by Secretary-General Ban Ki-moon and others, resulted in the deaths of five Rwandan peacekeepers serving with the joint African Union-United Nations mission in Darfur.

“It’s clear that the moral of our force remains very high,” Alain LeRoy, Under-Secretary-General for Peacekeeping Operations, told reporters in New York today at his quarterly briefing.

Commenting on the situation in the the Democratic Republic of Congo, LeRoy said that more than two million people had come back to their homes in Iturri, and added that if one compared this to the situation two or three years ago it was “quit a big achievement, and of course MONUC was extremely instrumental on that”.

He also said that he had been to northern Congo, where the Lords Resistance Army (LRA) had its activities, and that it was clear that they were still harassing the population there. Still LeRoy said that the number of LRA people was clearly decreasing, “at least in the DRC”.

Commenting on the Copenhagen Climate Change Conference, he said that it was clear that any positive outcome, any agreement coming out of Copenhagen would contribute to peace and security in the world. He added that, in some cases, climate change had a direct influence on instability, displacement, movement of population.

With reference to the upcoming elections in Sudan, LeRoy said that there was still “lots to be done for the elections to take place in April.” According to the National Electoral Commission, he added, voter registration rates stood at 61 percent in Darfur and averaged at 71 percent for the entire country.
