“There was some reporting in the Economist for example, that said, ‘the report excoriates the UN peacekeeping mission in Congo and accuses them of, some of the peacekeepers collude with the Congo’s army in helping various rebel groups they are supposed to be suppressing in return for cash and access to Congo vast mineral wealth, which is a complete fabrication, I don’t know if the person even read the report.”

“MONUC’s (UN mission in Democratic Republic of the Congo) job in the ground is hard enough already, when, as is being shown in the report when the FARDC (Armed Forces of the Democratic Republic of the Congo), the Congolese army is leaking weapons to the very same armed group that it is supposed to be fighting; when international support networks for the FDLR are sending money through Western Union, when minerals are being trafficked by all armed groups fueling their capacity on the ground to continue to act as spoilers, and many of these spoilers we’ve put forward for targeted sanctions. So our point of view is that there will always be a certain degree of difficulty on the ground for any peacekeeping operation. This is Congo. But what’s really going on behind the scenes is far more serious.”

“If you look carefully you’ll see that business operating in the region but also in Rwanda are still involved in the control of these minerals coming from these armed groups, and in one case one particular individual buying from both FDLR and CNDP network.”

STORYLINE:

The Coordinator of the Group of Experts on the Democratic Republic of the Congo Dinesh Mahtani briefed the press today on its recent report.

Mahtani opened the briefing by commenting on the recent leaks of the report by news media outlets.

Mahtani stated some key findings, including leakage of significant amounts of military equipment by senior officials appointed by the Kinshasa government to the FDLR, that international support networks for the FDLR were sending money through Western Union and that minerals were being trafficked by all armed groups.

Mahtani also said that businesses operating in Rwanda were still involved in the control of minerals coming from armed groups and that in one case one particular individual was buying from, “both FDLR and CNDP network.”

The Group of Experts presented its final report to the Sanctions Committee (which is composed of the same members of the Security Council), which included a set of 28 observations and recommendations on 9 November 2009.
