STORYLINE:

Delegates gathered in Nairobi, Kenya, for the United Nations High-level Conference on South-South Cooperation today (3 December)  adopted a forward-looking outcome text urging the United Nations to “take concrete measures to mainstream support to South-South and triangular cooperation to help developing countries.”

The Outcome Document noted the “increased economic dynamism of some developing countries” in the thirty years since the adoption of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among developing countries (TCDC).

Kenyan Vice-President Kalonzo Musyoka spoke at the end of the conference and told delegates that developing countries had been “clearly ill prepared” to deal with the challenges brought about by the current international economic and financial crisis.

He added that the South-South Cooperation Conference presented an opportunity for “enhanced cooperation” between countries, international and regional organizations and financial institutions “to provide technical and financial capacities to complement the efforts of South South cooperation.”

Throughout the conference officials from dynamic emerging economies asserted that their Governments were ready to improve socio-economic conditions at home and help raise development prospects across the global South, proof that many developing countries were now capable of taking the lead in designing and implementing their own long-term development plans.

Achim Steiner, Executive Director of the United Nations Environment Programme (UNEP) and head of the United Nations Office at Nairobi (UNON) said that days away from the Climate Change Conference in Copenhagen, it has become clear that “both the challenge, the response and the answers” to addressing climate change, will be found in parts of the world that traditionally “were not looked to for answers, but rather as targets and objects of international cooperation”. He added that “the time for that to change is long overdue” and not just an objective anymore, but “a hard reality.”

The Outcome Document spotlights the growing political and economic ties within the developing world as countries of the global South assume leading roles on the world stage, taking greater part in decision-making on issues ranging from economic recovery to food security and climate change.

The Conference, which wrapped up its general debate yesterday afternoon also included two round table discussions, on “Strengthening the role of the United Nations system in supporting South-South and triangular cooperation” and “South-South and triangular cooperation for development: complementarities, specificities, challenges and opportunities.”
