“The appeal will respond to the needs and the call of 48 million people across 25 countries, whose lives have been wrecked by conflict and natural disasters and who need international assistance. The 2010 appeal will total some 7.1 billion dollars altogether and cover twelve of the world's most severe and prolonged humanitarian crises and the idea of the appeal is not just to list a sum of money but to present a strategic and concerted action plan  for each of these crises to make sure that we can deliver the aid that is needed in the most effective and efficient way”.

“It is vital that humanitarian assistance be insulated from budget pressures because if not the price will be paid by the people who have been affected by the conflicts and these natural disasters and they will be paying the price for a recession which is certainly not of their making and if we want to put the figure we're asking for ,the 7.1 billion dollars into perspective, the amount we're looking for is less than 1 per cent of the amount spent on financial bailouts and economic stimulus packages in 2009”.

“Sudan remains the single biggest humanitarian crisis we face combining Darfur, the east and of course, Southern Sudan, and the appeal for 2010 is of a similar size to 2009-1.8 billion dollars altogether. That combines both the pure humanitarian needs and early recovery requirements. Darfur itself has not changed much in significant ways, unfortunately, but this year, we do face and next year we'll face again I fear, increasing humanitarian needs in Southern Sudan, because of the combination of poor rains and therefore poor harvests, high food prices, tribal conflict and the continuing attacks by the Lord's Resistance Army, which mean that  some. 4.3 million people need support in various ways, not least for food security”.

STORYLINE:

The United Nations is appealing for 7.1 billion dollars to provide humanitarian assistance for 48 million people  in 25 countries next  year.

UN Humanitarian Coordinator, John Holmes outlined  the appeal at a press conference today in Geneva.

The annual appeal finances  Common Humanitarian Action Plans  drawn up by UN agencies, major aid donors and NGOs.

Sudan, Afghanistan and the Democratic Republic of Congo  top the list of counties in need of emergency assistance, followed by Somalia, the Occupied Palestinian Territories, Kenya, Chad and Zimbabwe.

Speaking  at the news conference, Mr Holmes said the idea behind the appeal was not  just to list a sum of money, but to present a concerted strategic action plan for each of the crises.

Humanitarian assistance levels had been good in spite of last year's financial  downturn , the UN official  added , but he stressed the importance of insulating financial assistance from budget pressures.

Holmes said the 7.1 billion dollar appeal was less than one per cent of the amount spent on financial bailouts and economic stimulus packages in 2009.

Sudan remained the biggest  crisis. International aid agencies need 1.8 billion dollars to help in Darfur, southern Sudan and the east of the  country.

Holmes anticipated increasing humanitarian needs   in Southern Sudan next year because of poor rains and poor harvests, high food prices, tribal conflict  and continuing attacks by the Lord's Resistance Army.
