As long ago as July 2008, my predecessor expressed concern at the breakdown of efforts to find consensus on the establishment of a coalition government. The parties themselves have long recognized the need for a unity government for the success of the peace process.”

“The parties themselves have repeatedly underlined their commitment, their continued commitment, to this process, and their intention to see through to a positive end. It would be tragic if the successes so far were permitted to unravel. Nepali politicians, civil society and commentators repeatedly draw to our attention their ability to produce agreements and consensus at the eleventh hour. It is still possible that these coming days will yield such a breakthrough.”

“Despite occasional setbacks, Nepal’s peace process has been taking significant strides. It may sometime seem like it is moving one step backward, but it will eventually end up moving two steps forwards. That is how we have been able to come this far. We are confident that the same spirit will guide our process to its rational end. In this important process, we ask you, the Security Council, to stay the course and help us achieve the desired outcome assisting us in building on the progress and momentum we have made so far.”

STORYLINE:

Briefing the Security Council today (6 November) the Representative of the Secretary-General in Nepal, Karin Landgren, urged the parties in Nepal to make the most of the 11 weeks remaining in the mandate of the United Nations Mission in the country, and to break their deadlock.

Landgren told the Council that “moving forward through consensus is the central challenge of the moment” for the Nepalese political parties and noted that the parties themselves “have long recognized the need for a unity government for the success of the peace process.”

Introducing the Secretary-General’s latest report on the situation,  Landgren, who is also the head of the United Nations Mission in Nepal (UNMIN), pointed out that there had been some progress in giving renewed impetus to the remaining tasks of the peace process that ended fighting between the Government and Maoist opposition.

She said “it would be tragic if the successes so far were permitted to unravel” and expressed hope for an “eleventh hour" agreement, stressing that “it is still possible that these coming days will yield such a breakthrough.”

Taking the floor after Ms. Landgren, the representative of Nepal, Madhu Raman Acharya, said that “despite occasional setbacks” the peace process had completed several important milestones since its start in 2006."

He commented that “It may sometime seem like it is moving one step backward, but it will eventually end up moving two steps forwards” and asked Security Council “to stay the course” and help Nepal build on the progress and momentum we have made so far.”

He said it was Nepal’s intention to conclude the tasks of UNMIN as soon as possible within its mandate ending on 23 January 2010.

Representatives of the 22 parties constituting the coalition in the present Government, in a meeting yesterday, had expressed their commitment to bringing the peace process to a logical conclusion.  They had also expressed displeasure at Secretary-General Ban Ki-moon call for the establishment of a national unity government , accusing him of interference.

In his report, the Secretary-General urged the parties to devote greater energy to addressing issues identified as long-term underlying causes of conflict, including the restructuring of the State, land reform and other socio-economic challenges, through the Constituent Assembly, the election of which was the most significant achievement of the peace process so far.
