STORYLINE:

The United Nations Under-Secretary-General for Peace-keeping Operations, Alain Le Roy yesterday (2 November 2009) visited the villages of Ntoto and Nayabiondo in the Territory of Masisi, North Kivu Province in Sudan to evaluate the security situation on the ground and the work of the United Nations Missions there (MONUC).

Le Roy paid a visit to a Temporary Operating Base set-up by MONUC’s Indian Brigade to protect the population from attacks by the FDLR rebels from Rwanda.

He also met with humanitarian aid workers based in the area.

Some indiscipline elements in the Congolese army, the FARDC working under Operations Kimia 2 had also been accused of raping, looting and killing innocent civilians in Ntoto and Nyabiondo villages. Reports indicate that about 62 have been killed between May and September this year.

Kimia 2 Operations was launched last January to try and flash out the FDLR rebels who have been killing and terrorizing the population both in North and South Kivu. The FDLR had been operating in the east of DR Congo for over fifteen years after the Rwandan genocide 1994.

The UN envoy appealed for the launch of a joint verification plan to investigate the acts of Human Rights violations in North Kivu and file a report on the findings.
