“It is not simply a military solution, we need an effective cooperation from the population because it is the population who are living with this problem, it is the population who know this region. To consolidate this cooperation, you need to find a mechanism of searching and tracking the LRA and how they go against the population.”

“There is still a problem of insecurity because the LRA are still attacking the population. There is a phenomenal evidence of acts of banditry in this area. So the presence of MONUC’s here is important to support the Congolese army and also to assist the humanitarian activities. I think that this needs a lot of cooperation. ”

STORYLINE:

United Nations Under-Secretary-General for Peacekeeping Operations, Alain Le Roy visited the eastern Democratic Republic of the Congo, on a tour that took him to the village of Marabo in the Ituri District.

Militia groups from the Hema and Lendu tribes have been fighting for control in Ituri for many years and although the war appears to be over, pockets of militia still terrorize the local population through sexual violence, looting and killings.

SOUNDBITE (French) Women’s Representative in Marabo:
“Since the onset of the war in Ituri, we thank MONUC for arriving in our country and particularly in Bunia and here in Marabo. Effectively the war has declined but the acts by militias continue through sexual violence and looting.”

Le Roy also traveled to the territory of Dungu to asses the security and humanitarian situation in an area where the Lord’s Resistance Army (LRA) had been active, killing and looting from the population. The area administrator says that cooperation from the local populations is necessary to fight the LRA.

The UN envoy noted that insecurity in the region prevails and acknowledged MONUC’s presence in the area in trying to support the FARDC and provide assistance to humanitarian aid agencies.

Local bandits have reportedly been committing atrocities and blaming it on the LRA.
