The Security Council reaffirms its support for the Transitional Federal Government as the legitimate authority in Somalia under the Transitional Federal Charter and notes the declaration on 22June of a state of emergency as a result of the recent renewal in fighting led by Al-shabaab and other violent opposition groups.”

STORYLINE:

The Security Council today (9 July) adopted a Presidential Statement reaffirming its support for the Djibouti peace process and giving strong support to the Transitional Federal Government (TFG) as the legitimate authority in Somalia.

The Council heard briefings from Under-Secretaries-General, B. Lynn Pascoe, for the Department of Political Affairs, and Susana Malcorra for the Department of Field Support.

Pascoe told the Council that the situation in Somalia “remains very fragile”, with the TFG continuing to face “intense pressure from insurgent forces backed by foreign fighters who seek to seize power”. He echoed Secretary-General Ban Ki-moon’s words saying that “it is time for action on Somalia.”

The Under-Secretary-General stressed that “it is in the international community’s interest to ensure that the TFG not only does not collapse but that it thrives” and said that “acting now will avert the inevitable high price of going in at a later date”.

He recommended an expression of full support to the TFG as the legitimate authority in Somalia and the need to honor financial pledges made at April’s Brussels Donors Meeting for Somalia.

Under-Secretary-General Malcorra briefed the Council about the systematic progress being made by her department to support the African Union Mission in Somalia (AMISOM). She also urged all Member States and regional organizations, to deliver on their financial pledges to Somalia.

She said that Member States support for “stable full year funding” will insure that the United Nations Support Office for AMISOM (UNSOA) “can continue its operations in a manner more conducive to fully meeting its mandate.”

Somali Ambassador Elmi Ahmed Duale urged the international community to take action in support of the TFG and said that “Somalia has become a safe haven for militants and terrorists who continue to obstruct peace efforts and pose a threat, not only to Somalia but to the region as well.”

According to the United Nations High Commissioner for Refugees (UNHCR), more than 200,000 people have now been forced to flee the Somali capital Mogadishu since fighting broke out between the Government and opposition groups in early May, in the biggest exodus from the troubled city since Ethiopian forces intervened in the Horn of Africa nation in 2007.
