The poor can escape poverty with initiative, hard work and local economic opportunities, according to new World Bank research that includes interviews with 60,000 people in 15 countries. But those who rise out of poverty often fall back into it, according to the study entitled "Moving out of Poverty: Success from the Bottom Up". WORLD BANK

STORYLINE:

Fazlul Huq makes a hundred dollars a month selling chickens, eggs, and food crops.  He’s well off by Bangladesh standards, where 40 percent of people scrape by on less than a dollar a day.

Fazlul was once poor.  He left school after tenth grade because his family couldn’t afford it. But with smarts and hard work, he now sends three of his children to school, and one to college. He has escaped poverty.

Every year, millions of other poor people from Mexico to Morocco do, too, according to a new World Bank study called “Moving out of Poverty”. But to succeed, they need more than initiative alone.

Across the world, opportunity means having roads to reach markets, basic education to run small businesses, and health to work, says the report. It means having responsive and accountable local governments.

The key to reducing poverty is to act where the poor live. Yet as some of the poor move up the ladder, others fall down it, and it’s often the same people. The study says efforts must be made to stop their being dragged back into poverty by illness, natural disasters or financial crises.

The World Bank will release its report “Moving out of Poverty: Success from the Bottom Up”, based on interviews with 60,000 people in 15 countries, on 11 March 2009.
