3. SOUNDBITE (Russian) Gennady M. Gatilov, Deputy Minister of Foreign
Affairs of the Russian Federation:
"We are also concerned by the
recently growing trend to resolve problems by the unsanctioned use of force. The consequence of such policy can be seen in the Middle East and North Africa. In this region there are almost daily terrorist attacks. There is the uncontrolled proliferation of arms, in this region we see infiltration of fighters, including in the Sahara-Sahel region. A chain reaction is the result. Thus the aftermath of the Libyan events can now be seen in Mali. We must recognize the protest movements and the revolutions of the Arab spring, contrary to expectation, did not lead to the triumph of law and democracy but led to greater chaos and destabilization, particularly affecting respective human rights. We are convinced that a peaceful solution of the Syrian crisis is possible. For that, all participants of the Action Group in Geneva created on 30th June last year, must consolidate and, with good conscience, start implementing the jointly formulated approaches to work actively with the Syrian parties, and sit them down around the negotiating table. Russia, for its part, will continue with its action with the Government and the Syrian opposition to this end . And we expect others to do likewise."

STORYLINE
Russia raised concerns today (26 February), on the recently growing trend of resolving problems by the unsanctioned use of force.

Speaking at the 22nd Session of the Human Rights Council in Geneva, The Deputy Minister of Foreign Affairs of the Russian Federation, Gennady Gatilov warned, “The consequence of such policy can be seen in the Middle East and North Africa. In this region there are almost daily terrorist attacks. There is the uncontrolled proliferation of arms, in this region we see infiltration of fighters, including in the Sahara-Sahel region".

Gatilov said that contrary to expectation, the Arab Spring had led to chaos and destruction instead of democracy and law, which has as a result, drastically affected the progress of human rights in these regions. He urged all the participants of the Action Group, which was created on 30th June 2012, to work actively with the Syrian parties, and initiate negotiations. In this way, he said, a peaceful solution to the Syrian crisis would be a possibility.
