2. Wide shot, ambassadors from China, Bolivia, Venezuela and Russia at the podium
3. SOUNDBITE (Spanish) Rafael Ramírez Carreño, Permanent Representative of the Bolivarian Republic of Venezuela to the United Nations:
“It is a lie by the United States, trying to make the world believe, and trying to make Venezuelans believe, that the Security Council is meeting on the situation in Venezuela. The meeting, taking place at this moment at the United Nations, is part of the political agenda of the US delegation, which is of course pretty much their own personal agenda.”

5. SOUNDBITE (Spanish) Rafael Ramírez Carreño, Permanent Representative of the Bolivarian Republic of Venezuela to the United Nations:
“This meeting, this farce taking place today, constitutes a hostile act by the United States, and clearly an infringement on the principle of sovereignty of a member state of the United Nations. The United States has launched a systematic campaign against our country, which includes coercive, unilateral, and illegal measures against government staff and against our national economy unilateral in detriment of the Venezuelan people.”

7. SOUNDBITE (Spanish) Rafael Ramírez Carreño, Permanent Representative of the Bolivarian Republic of Venezuela to the United Nations:
“It is paradoxical that the United States pretends to portray itself as a defender of human rights, when it is a country that applies the death penalty, discriminates against minorities, mistreats immigrants, contemplates torture, has prisons such as Guantanamo, and long history of wars and invasions, not only in our continent, but also in our brotherly African and Arab nations, where their human rights are massively violated.”
8. Pan right, ambassadors walk away
STORYLINE
Flanked by the ambassadors of Bolivia, China and the Russian Federation, Venezuela’s Ambassador, Rafael Ramírez Carreño today (13 Nov) said that a meeting taking place at the United Nations on the situation in Venezuela, constitutes “a farce” and “a hostile action by the United States” which infringes “the principle of sovereignty of a member state of the United Nations.”

Ramírez Carreño said “it is paradoxical that the United States pretends to portray itself as a defender of human rights, when it is a country that applies the death penalty, discriminates against minorities, mistreats immigrants, contemplates torture, has prisons such as Guantanamo, and long history of wars and invasions, not only in our continent, but also in our brotherly African and Arab nations, where their human rights are massively violated.”

The meeting is being held under the Arria-formula; a manner of informal, confidential gatherings which enable Security Council members to have a frank and private exchange of views, within a flexible procedural framework.
