French Ambassador Gerard Arnaud said that the new operation launched in Democratic Republic of Congo against Rwandan ethnic Hutu rebels will be different than the M23, because they were "weighing the traditional war with a front, with armed forces easily identifiable", while the FDLR are small groups "often living in small villages with their families, which means among civilians, so it will be a different sort of operation."
