UN/DARFUR

Edward Mulet, the United Nations Assistant–Secretary-General for Peacekeeping Operations, told the Security Council today (24 January) that he was seriously concerned about the increase in hostilities between the Sudanese Government and armed movements, as well as the rising intercommunal violence in some areas of Darfur and its impact on the civilian population. "We reaffirm what we have been reaffirming continually that the Security Council must take all necessary stern and urgent measures against those who reject peace among the leaders of the armed rebel movements in Darfur and who continuously seek to obstruct the implementation of the DOHA document for peace in Darfur. We hope to see more measures; we hope that stronger messages will be sent to these armed rebel groups that reject peace and we expect that they be sanctioned by the Security Council."

STORYLINE:

Noting that in late December President Omar Al-Bashir had published a decree establishing a committee to examine the present conditions in which humanitarian organizations operated in, Mulet said that UNAMID and its humanitarian partners "nevertheless are still awaiting improvements in humanitarian access on the ground".

He also said that the goal of achieving a comprehensive and sustainable peace in Darfur "requires the Sudanese Government provide a holistic settlement to the issues of political and economic marginalization affecting not only Darfur but also Sudan as a whole".

Mulet said that all parties including all armed movements and the Government of Sudan, "must put an end to hostilities and commit to addressing grievances through peaceful dialogue".

The full implementation of the provisions of the Doha Peace Document included the conducting of consultations and political dialogue within Darfur providing an opportunity to take up the root causes of conflict while also contributing to improving the security situation on the ground, and there, Mulet said, "the full and complete support of the international community continues to be necessary so as to maintain the government of Sudan's attention and that of the regional authority of Darfur and armed movements for signatories and not signatories,  on the necessity of arriving at a peaceful settlement to the conflict."

Meanwhile Sudan's Ambassador Daffa-Alla Elhag Ali Osman said once again reaffirmed his belief "that the Security Council must take all necessary stern and urgent measures against those who reject peace among the leaders of the armed rebel movements in Darfur and who continuously seek to obstruct the implementation of the DOHA document for peace in Darfur."
