Assassinations and attacks have to be viewed, primarily, in the context of the resistance of some armed groups to the state's attempt to re-establish its authority. The opposition of armed radical groups to the military intervention in Mali may exacerbate the situation given ideological and/or ethnic affiliations as well as porous borders in Libya."

"The continued detention without due process and mistreatment of several thousand people stemming from the conflict remains a source of deep concern. While there has been some progress in the screening and processing of conflict-related detainees, this has remained limited in scope. UNSMIL continues to urge the Libyan authorities to accelerate the screening of these detainees, the release of those against whom there is insufficient evidence, and the transfer of detainees to state-controlled facilities."

STORYLINE:

Addressing the members of the United Nations Security Council today (29 January) in New York Tarek Mitri said that that debate was evidently "intertwined with regional politics".

He said in December the Ministry of Interior had announced plans to develop and restructure the Ministry. The priorities included increasing police presence and visibility, and moving towards the integration of members of the Supreme Security Committee into the police. Since then, twenty thousand revolutionary fighters attached to that Committee had individually enlisted in the ministry. Still Mitri said that the plans of the government and those of the Minister of Interior in particular, "had been met with resistance from certain revolutionary brigades who are not ready to surrender their weapons and be absorbed into state institutions".

Mitri said various Libyan institutions with assistance from the UN and other partners "continued to make significant progress in clearing unexploded ordnances and improving ammunition management". However, he said, "much remains to be done".

Reporting that the security situation in the east of the country posed a challenge to the government, threatening to derail its attempts to secure stability, Mitri said, "assassinations and attacks have to be viewed, primarily, in the context of the resistance of some armed groups to the state's attempt to re-establish its authority".

He also expressed his fear that the opposition of radical armed groups to the military intervention in Mali "may exacerbate the situation given ideological and/or ethnic affiliations as well as porous borders in Libya".

After his presentation Mitri told reporters he was concerned about the continued detention without due process of around seven thousand people following the conflict.  He said that there had been some progress in the screening and processing of conflict-related detainees, but this has remained limited in scope.
