"We do hope that we will be able to authorise deployment of the force as soon as possible, but again it doesn't depend on the Security Council because it will be a force that will be an African force. So, we are not going to, as I said, give a carte blanche. We need to have concrete elements and we have been waiting for these elements for a few months."

STORYLINE:

The French Ambassador said that military action should come "as quickly as possible."

Araud told reporters gathered outside the Security Council that "it's time to have a new resolution" from the Council which "energises" an African response.

He noted that "two new facts" had come into play since the last Security Council resolution on Mali. These include the high level event on Mali that took place on the sidelines of the 67th General Debate last week, where "we have heard several Heads of State and Government calling for a military intervention."

The other new element, according to Araud, is the agreement reached by the Economic Community of West African States (ECOWAS) and the Malian Government that would bring in troops from the West African regional block.

The French Ambassador expressed hope "that we will be able to authorise deployment of the force as soon as possible" but added that this will depend on the African Union and the ECOWAS.

Nevertheless, Araud said the European Union was ready to send "a mission of trainers" to Mali's capital Bamako.

Fighting between Government forces and Tuareg rebels broke out in northern Mali in January. The instability and insecurity resulting from the renewed clashes, as well as the proliferation of armed groups in the region, drought and political instability in the wake of a military coup d'état in March, have led over 250,000 Malians to flee to neighbouring countries, with 174,000 Malians estimated to be internally displaced.
