Stressing that the entry into force of the United Nations-backed treaty banning nuclear tests would be a milestone in advancing the cause of nuclear disarmament, Secretary-General Ban Ki-moon today (27 September) renewed his call on those States that have not yet signed on to do so without delay. "There is a direct link between ending nuclear testing and eradicating nuclear weapons. The cessation of nuclear tests will constrain the development of nuclear weapons. Today, I repeat my call to those eight States to ratify the CTBT. STORYLINE:

Ban told the Sixth Ministerial Meeting of the Parties to the Comprehensive Nuclear-Test-Ban Treaty (CTBT) that those countries that remain outside the treaty, are failing to live up to their "responsibility as a member of the international community."

The meeting issued a Joint Ministerial Statement which was read by Canadian Foreign Minister John Baird.

The statement "welcomes recent ratifications, most notably that of Indonesia; it calls upon states that have not yet done so, to ratify this important Treaty and in the meantime maintain their moratoria on nuclear testing and demands that North Korea refrain from conducting any further nuclear tests."

After the meeting Australian Foreign Minister Bob Carr told reporters the Treaty was "a repudiation of any country that conducts nuclear tests in defiance of world opinion, but it's also an invitation for North Korea to accept an international norm that is now subscribed to by the world and slowly making its way into international law."

The CTBT is the only treaty to ban all nuclear tests, everywhere and by everyone. The treaty also has a unique global alarm system to detect nuclear explosions. Out of a total listed number of 195 States, 183 have so far signed the treaty and 157 have ratified it.

The eight States whose ratification is required for the treaty to enter into force are China, the Democratic People's Republic of Korea, Egypt, India, Iran, Israel, Pakistan and the United States.
