"We had to concentrate on the police because this is what the problem is, because they the face of the nation as said by the President. While we are doing this we are not forgetting the other services we have under the ministry as the prison services and fire brigade. But we think that the change in the police, the transformation of the police, together with them will be a big success for the country, for our people who have suffered so much during all this time of liberation struggle."

STORYLINE:

Special Representative of the Secretary-General (SRSG) Hilde F. Johnson and Minister of Interior Alison Manani Magaya signed the MOU during a graduation ceremony of 70 officers who took part in a three-week senior leadership seminar and brigadiers course.

Johnson said that UNMISS and the South Sudan police are working together as one team for the betterment of police service in the country.

The SRSG added that "this transformation process of the police is actually a critical call basis for bringing the South Sudanese National Police Service to excellence to the institution we all want to see."

Conducted by United Nations Police (UNPOL) the programme is designed to strengthen the capacity and enhance the performance of senior SSNPS officers and was designed in collaboration with the government.

Under the agreement, UNPOL will train mid-level officers in the area of traffic management, border policing, immigration and auxiliary force.

Minister of Interior Alison Manani Magaya thanked UNMISS and other partner organizations and appealed for further support.

He said the national police are "the face of the nation" and expressed hope that this transformation of the police "will be a big success for the country, for our people who have suffered so much during all this time of liberation struggle."

As part of the Ministry's 2011-2015 action plan the government is planning to establish two new police units; oil protection unit and border protection unit for the protection civilians in disputed border states.

Course participant Brigadier General Bernard Tepula said the course has helped him in upgrading his skills in international law, police ethics and national norms, and he is now ready to perform the service to the people with effectiveness and efficiency.

He said the new knowledge and techniques have "made an impact to us, and it will help us to perform our duties professionally."

United Nations Police (UNPOL) plans to train an additional 400 major generals in the same programme.
