STORYLINE:

The President of the UN Security Council today (18 July) announced that a planned vote on the mandate of the UN observer mission in Syria has been postponed to tomorrow morning.

Speaking to reporters outside the Council, Ambassador Nestor Osorio of Colombia, which holds the rotating presidency of the Council for the month of July, said the decision had come after "private consultations" today.

Osorio said the deferral was prompted "not only" by the joint special envoy Kofi Annan's appeal to delay the vote, but that Security Council members were "still working in trying to put together our approach", as they consider two draft resolutions put forward by Western countries and Russia, respectively.

The Council President said "the dialogue continues and as far as the dialogue continues it is a chance to get to some agreement".

The mandate of the United Nations Supervision Mission in Syria (UNSMIS) expires on 20 July. The mission suspended its activities last month due to escalating violence in the country.

Western countries have been pushing for the resolution extending the mission to place Kofi Annan's six-point peace plan under Chapter 7 of the UN charter, thereby threatening consequences for non-compliance. Russia and China have resisted such a move.
