However, including this issue is going to be an impediment and a case for refusal that may affect our cooperation with UNAMID and its action in Darfur."

STORYLINE:

A sustainable peace for the people of Darfur is in sight but the challenges still facing the Sudanese region are many, the joint African Union-United Nations envoy there said today (24 July), stressing the need for all parties to remain focused and committed to making further progress.

The Joint Special Representative and head of the UN-AU peacekeeping mission in Darfur (UNAMID), Ibrahim Gambari, in a briefing to the Security Council, noted that the signatories to the Doha Document for Peace in Darfur (DDPD), an agreement signed in Qatar last year between the Sudanese Government and the rebel Liberation and Justice Movement (LJM), have made notable progress towards its implementation.

Gambari said that six years after the signing of the Darfur Peace Agreement in Abuja, the Government of Sudan now has "the political will to implement the Doha Document but fewer financial means to fully implement the provisions."

According to Gambari, many provisions of the DDPD remain unimplemented several months after their stipulated deadlines.

In his capacity as the acting Joint Chief Mediator for Darfur, Gambari is continuing to work with the Deputy Prime Minister of Qatar, Ahmed bin Abdullah Al Mahmoud, towards the resumption of negotiations between Sudan and non-signatory armed movements.

Gambari said that several holdout armed movements and factions have approached him to express interest in holding talks with the Government using the Doha Document as a basis for discussions.

He said he had agreed with Al Mahmoud "that the environment was suitable for a re-launch of the mediation process through preliminary consultations with all interested opposition movements."

The UN has previously said that agreement can form the basis for a permanent ceasefire and a comprehensive peace accord to end the fighting that began more than eight years ago in Darfur.

For his part, Sudanese Ambassador Daffa-Alla Elhag Ali Osman questioned AU – UN plans for including a strategy dealing with the Lord's Resistance Army (LRA) in Darfur.

Ali Osman denied that there were any "credible reports" about an LRA presence in the region and said "including this issue is going to be an impediment and a case for refusal that may affect our cooperation with UNAMID and its action in Darfur."

In recent weeks there have been persistent rumours and press reports that LRA leader Joseph Kony is now in or near the Darfur region.
