"The State Prosecutor has been briefed on the case and has opened an investigation to find those responsible. My delegation would like to assure the Council that the authors or sponsors of these crimes will be prosecuted and brought before the courts to answer for their actions. Already, urgent arrangements have been made to the effect of stabilizing the situation."

"It is unfortunate that the Council did not follow our wish for the maintenance of the initial size of the UNOCI contingents, which are now reduced to one battalion. However, in a complete view of the progress observed in the security plan in the region of Abidjan and other cities of the country, we remain confident that the reconfiguration of the deployment will be such that the downsizing does not create a security vacuum."

STORYLINE:

The Security Council today (26 July) unanimously adopted a resolution to extend the mandate of the United Nations Operation in Côte d'Ivoire as the Mission, known as UNOCI, has come under criticism for the handling of a recent attack carried out by some 300 individuals against a camp for internally displaced persons (IDPs), which resulted in eleven deaths and scores of people injured.

Ivorian Ambassador Youssoufou Bamba, speaking to the Council after the vote, said the 
Government condemned the attacks, which were in reprisal of a previous attack by armed man in the town of Duékoué.

Bemba said "the State Prosecutor has been briefed on the case and has opened an investigation to find those responsible" and "that the authors or sponsors of these crimes will be prosecuted and brought before the courts to answer for their actions".

The attack, which occurred in Nahibly, near the prefecture of Duékoué in the western part of the country on Friday, led to the displacement of more than 5,000 people who had already been forced to flee their homes following the violence of the post-electoral crisis of 2011.

Regarding the extension of the Mission, Bemba regretted that the Council "did not follow our wish for the maintenance of the initial size of the UNOCI contingents, which are now reduced to one battalion."

Nevertheless, the Ivorian Ambassador said the Government remains "confident that the reconfiguration of the deployment will be such that the downsizing does not create a security vacuum."

UNOCI was established in 2004 by the Security Council to facilitate the peace process in the country, which was split by civil war in 2002 into a rebel-held north and Government-controlled south. Since the attack, UNOCI has deployed additional soldiers and police officers to support the efforts of the Ivorian authorities.
