STORYLINE:
  Secretary-General Ban Ki-moon today (3 July) urged Member States to work towards a binding treaty to regulate the flow of weapon and lesson the suffering caused by firearms.

Ban spoke before delegates to a conference aimed at producing a binding international Arms Trade Treaty which would regulate the flow of weapons and curtail illegal commerce in arms.

After the meeting, the Secretary-General received a petition from members of civil society calling for a legally binding treaty to control the flow of weapons.
 
Ban said poorly regulated international arms transfers are fuelling civil conflicts, destabilizing regions, and empowering terrorists and criminal networks.

He said "we need top act now to end the widespread human suffering caused by the unregulated international arms trade."

The Secretary-General stated that "the world is over-armed and peace is underfunded" and noted that "sixty years of United Nations Peacekeeping operation costs less than six weeks of current military spending" adding that this was "unacceptable."

Taking place at UN Headquarters in New York over the next four weeks, the Conference has brought together the UN's 193 Member States to negotiate what is seen as the most important initiative ever regarding conventional arms regulation within the United Nations, according to the Conference organizers.
