"I think it's got a tougher start than many predicted, and I think nobody actually foresaw the escalation of events that led to both a shutdown of the oil pipeline and production, as well as major clashes between Sudan and South Sudan on the border. I think none of us though it would be easy, certainly not, but that of course has created a situation where a lot of the energy has been sucked in to the North-South relations and South Sudan is also facing major economic problems."

"With this humanitarian crisis we're seeing, there are very few areas that can compete with these challenges internationally, and so we need to see the humanitarian community and the donors that support the humanitarian agencies to really now come forward with a significant effort. And the reason basically is that these are challenges that are way beyond South Sudan's capacity, and way beyond their reach, and some are actually out of their control."

"South Sudan and Sudan should've seen the remaining CPA [Comprehensive Peace Agreement] issues be sorted out before the referendum, and before the independence of South Sudan. Unfortunately, this didn't happen. And so we've seen a prolonged, protracted negotiating process where the major issues still remain. That is the seed of all the problems that we are seeing now."

"If we can see stability be established between Sudan and South Sudan, see the border monitoring mission up and running so there is a monitoring operation on the border creating some type of buffer between the two; if we can see all those issues be off the table so that there is a sense of viability on both sides, then I think South Sudan can make a clean start in a way, and get going in a much more forceful manner."

STORYLINE:

One year ago South Sudan raised its own flag for the first time, as it celebrated breaking away from Sudan after decades of bloody strife and a six-year transitional process to become an independent state.

In an interview ahead of the first anniversary of South Sudan's independence Monday (9 July), the UN's top official in the country said that the going has been tougher than expected for the new state.

"I think it's got a tougher start than many predicted, and I think nobody actually foresaw the escalation of events that led to both a shutdown of the oil pipeline and production, as well as major clashes between Sudan and South Sudan on the border. I think none of us though it would be easy, certainly not, but that of course has created a situation where a lot of the energy has been sucked in to the North-South relations and South Sudan is also facing major economic problems."

Earlier this year, South Sudanese forces moved into the oil-producing region of Heglig in Sudan's South Kordofan state, after which Sudanese forces killed and injured scores of people during aerial bombardments of South Sudanese territory.

Ongoing fighting in the states of Southern Kordofan and Blue Nile on the border between Sudan and South Sudan, has led to a large-scale displacements.

Johnson said she was expecting the number of refugees flowing into South Sudan to reach 235,000 – a huge challenge for a weak state with big problems already. The only way to tackle the resulting humanitarian crisis, one of the world's worst, is with outside help, she said.

For example, the closure of the borders between Sudan and South Sudan are interrupting the normal transfer of food, leading to food shortages and sending food prices skyrocketing up to 300 per cent higher than normal.

Johnson said the root of all these problems is that not everything agreed between Sudan and South Sudan in their 2005 peace treaty was actually resolved before the South Sudanese embarked on the referendum that ultimately won them independence.

Looking to the future, Johnson said preventing further border clashes and getting the two neighbours to settle their unresolved issues were key to helping the young country on its feet.
