STORYLINE:

As South Sudan celebrated the first anniversary of its independence, Richard Bennett, the Director of the UN's human Rights Office in the country noted that while the government has been very open towards fulfilling its human rights obligations, there were a number of challenges that could be tackled immediately, including stopping arbitrary detention and ill treatment of people.

"How long does it take to stop torturing someone, it only takes one second" he said.

While stressing the need for the rights of children and of women to be better protected; and the rule of law to be more firmly established, Bennett said that national institutions needed to be built, as in any new nation, because at the moment there was too much arbitrary detention and ill-treatment of people.

And institution building will take many years but Bennett said stopping torture and other abuses "do not cost resources and they do not take time and they can be done now."

South Sudan became the world's newest State on 9 July 2011, formally seceding from Sudan to attain independence in the culmination of a United Nations-facilitated peace process that ended decades of conflict.

Last week, the Security Council today extended the UN Mission in South Sudan (UNMISS) for 12 months, while focusing its mandate on civilian protection and the improvement of security in the African country. In a unanimously adopted resolution, the Council stressed the need for UNMISS to focus on its capacity-building efforts, and called on the Government of South Sudan to take greater responsibility for the protection of its civilians, and encouraged its cooperation with the Mission.
