"After signing the peace agreement there was cattle raiding once. But later they followed the agreement and returned the cattle. Also two people wanted to raid but the police intervened because they increased the security. From there it's really calm now."

STORYLINE:

A project to promote resource sharing agreements in pastoral communities in the Horn of Africa has helped reduce cross-border cattle raids and enlivened local markets.

Near Uganda's border with Kenya, Winston Loperokit is bringing his livestock to market. The 28-year old farmer hopes to get a good price for his cow.

SOUNDBITE (Pokot) Winston Loperokit:
"It was hunger that made me come to sell a cow. I go to the market to buy a lot of cereals so my children can eat."

Winston was able to make the ten kilometre walk from Uganda because of the increased peace and security in the region. An FAO project, funded by the European Union is promoting cross border resource sharing agreements in pastoral communities in the Horn of Africa.

On the Kenyan side of the border there is the Pokot community. On the Ugandan side there are the Karamojong and Pokot. They both depend on the limited grazing areas and water sources, but during drought the Pokot are forced to cross into Uganda to look for greener pastures.

The FAO project starts with initiating peace negotiations between the Pokot and the Karamojong. The chief of a Pokot community of 21,000 people near the border has embraced the project.

A milestone is the signing of a resource sharing agreement between the Pokot and the Karamojong, meaning that during drought the Pokot can safely bring livestock to Uganda.
Both sides say the area is now safer.

FAO and its partners have been running the project for 18 months and the local authorities on the Kenyan side have welcomed the changes in the communities.

The improved security means the land can be used again for cultivation. FAO is supporting the improvement of agricultural skills through pastoralist field schools. This group of Karamojong is experimenting with different maize varieties.

A big part of the training is about dealing with disasters like drought, and occasional torrential rains. Here, a group of people from the Pokot community are learning how to control water flow.

The communities are also supported in keeping their cattle healthy. Through the program local animal health workers are trained to treat sick livestock.

The result of the FAO project can be seen throughout the region in economic activity. The yields of the fertile soil have led to new business at trading posts.

FAO also promotes livestock markets where revenues from market fees are shared among local councils and livestock associations. And according to an FAO representative this approach stimulates other trade because next to the livestock area a cross border market has opened.

Looking at the overall process the impact can be seen.

The European Union has invested five million Euros in this regional Horn of Africa project that will continue until the end of 2013.
