STORYLINE:

Observers with the UN Supervision Mission in Syria (UNSMIS) were able today (8 June) to access the village of Mazraat al-Qubeir, near Hama, where there had been reports of large-scale killings.

Yesterday, Secretary-General Ban Ki-moon announced that at the request of the Security Council, he will soon put forward a range of options for resolving the crisis in Syria.

Ban, speaking to reporters at UN Headquarters in New York on Thursday afternoon after briefing the Council, insisted that the UN must speak with one voice and asked "How many more times must we condemn?  How many more ways must we say that we are outraged?"

He added that "the Syrian people are bleeding. They are angry. They want peace and dignity.  Above all, they want action."

The Secretary-General – accompanied by the Joint Special Envoy of the United Nations and the Arab League for the Syrian Crisis, Kofi Annan, and the Secretary-General of the League of Arab States, Nabil Elaraby – was addressing the media following a briefing to the Council on Syria.

Elaraby, echoing the Secretary-General's words, said "enough is enough", adding that "we cannot accept any more killing of innocent people, whether on this side or that side, they are all Syrians and the fighting has to stop."

Annan commented that if the current plan does not work, "we should be looking at options", but stressed that "as long as we all agree that the plan has merit, the question is how do you get the Syrian Government to perform, to implement it."

Also talking to reporters, US Ambassador Susan Rice said that "Iran is part of the problem in Syria at the present" as "there is no question that it is actively engaged in supporting the Government in perpetrating the violence on the ground."

Russian Ambassador Vitaly Churkin for his part said that the armed opposition groups "do not only fail to comply to the Kofi Annan plan, but they declare that it is their intention not to do so, which to us is a very dangerous development, a very counterproductive development."

Earlier in the day, Annan had addressed an informal meeting of the General Assembly on the same topic.

In his speech he emphasised that "if things do not change, the future is likely to be one of brutal repression, massacres, sectarian violence, and even all-out civil war" and "all Syrians will lose."

The UN estimates that some 10,000 people, mostly civilians, have been killed in Syria and tens of thousands displaced since the uprising against President Bashar al-Assad began some 15 months ago.

The six-point plan calls for an end to violence, access for humanitarian agencies to provide relief to those in need, the release of detainees, the start of inclusive political dialogue that takes into account the aspirations of the Syrian people, and unrestricted access to the country for the international media.

In late May, more than 100 men, women and children were massacred in the town of Houla.
