STORYLINE:

The United Nations envoy to Guinea-Bissau briefed the Security Council in New York this afternoon (19 April) on the situation after the coup one week ago.

Speaking to delegates via videoconference, Special Representative of the United Nations Secretary-General in Guinea-Bissau, Joseph Mutaboba said that "This act will go to history books as one more coup that took place under the UN eye and hence of the whole international community."

He urged quick action and told the Council that if the international community had moved faster on providing the necessary resources for security sector reform (SSR), "we might not have been discussing this matter this evening".

The Foreign Minister of Guinea-Bissau, Mamadu Saliu Djalo Pires was present in the Council in New York and blamed the military for the troubles that had beset the country over the past years.

He ended his speech by begging the Council on behalf of "the government and the people of my country" to deploy a peacekeeping force to Guinea-Bissau "with a broad mandate and over an extended period of time in order to definitively turn the page and allow for the establishment of a legitimate democratic state in the Republic of Guinea-Bissau."

Earlier this week UN Secretary-General Ban Ki-moon had voiced grave concern over the deepening political crisis in Guinea-Bissau, a West African nation that has suffered coups, misrule and political instability since it gained independence from Portugal in the early 1970s.

Soldiers in Guinea-Bissau seized power last Thursday (12 April) and detained the interim President, Raimundo Pereira, and Prime Minister Carlos Gomes Júnior. The move came in the run-up to the second round of the presidential election that was slated for 22 April between Mr. Gomes Júnior and ex-president Kumba Yala.
