"The agreement would guarantee future and possibly immediate conflict over land, people and oil. It would do so while explicitly limiting South Sudan's options to manage our own national resources and economic interests. It is difficult for me to accept a deal that leaves our people vulnerable, dependent and paying billions they do not owe to anybody."

STORYLINE:

South Sudan's President Salva Kiir Mayardit said today (2 February) that a proposed agreement presented by the African Union High Implementation Panel on Sudan (AUHIP) seeking to resolve a recent dispute over oil production between his country and Sudan was not acceptable and did not settle underlying issues.

Addressing the press today in Juba, President Salva Kiir, who recently met Sudan's President Omar al Bashir in Addis Ababa, Ethiopia, stressed that the AUHIP's proposal would make South Sudan dependent on Sudan's infrastructure and prevent South Sudan from developing and controlling her own means of export.

It would do so while explicitly limiting South Sudan's options to manage our own national resources and economic interests. He further emphasized South Sudan's commitment to continued negotiations, stressing that it was wise to pursue efforts that enhance economic self-sufficiency, prosperity and national security.

President Salva Kiir said South Sudan would consider signing an agreement that focused not just on the current oil crisis, but comprehensively covered all outstanding issues related to the 2005 Comprehensive Peace Agreement.

Following allegations that Sudan had blocked ships from sailing out of Port Sudan and had separately constructed a tie-in pipeline designed to divert his country's oil, President Kiir announced on 23 January that all oil operations in South Sudan would be halted to prevent crude oil belonging to his country from flowing through pipelines on Sudanese territory. To ensure his country's continued viability, he also requested that Parliament implement challenging austerity measures to close the revenue gap created from the impending loss of oil proceeds.

Land-locked South Sudan became independent from Sudan in July 2012 after southerners voted overwhelmingly early last year to secede after decades of a military campaign for self-determination.
