"The farm gate value of opium production alone in Afghanistan is equivalent to around 10 percent of the country's GDP. Opium therefore forms a significant part of the Afghan economy and provides funding to terrorism and insurgency while fuelling corruption. This situation cannot last forever. The time has come for a more result oriented response to this challenge; the response which is based on concrete action and shared responsibility."

"We live in a world that is on the move. Information, ideas, capital, culture and people, are all crossing borders at a much greater speed than at any previous time in history. And with respect to the movements of human beings, patterns of migration, mobility and displacement are changing. Increasingly the traditional distinction between migrants who cross borders in search of a better life and refugees who are forced to flee persecution and conflict, has become blurred."

"This year's protests in the Middle East captured world's attention and toppled some governments. Many analysts saw these events as uprisings against inequalities in income levels and opportunities, especially for youth. Some experts now believe that greater equality must become the new economic and political imperative for a stable and more secure world. I have no idea if this will happen. Personally I would welcome such a policy imperative with open arms. Prevention is the heart of public health, and equity is the soul."

STORYLINE:

The Security Council held open meeting today (23 November) to discuss new challenges to the maintenance of international peace and security and conflict prevention.

Secretary-General Ban Ki-moon opened the meeting and told the Council that challenges such as epidemics, climate change and organized crime are not new, but due to a growing ease in the cross-border movement of people, goods and money, they have become  "increasingly transnational, increasingly acute and have ever greater implications for human, state, regional and international security."

The Executive Director of the United Nations Office on Drugs and Crime (UNODC), Yury Fedotov, spoke about the growing power of drug cartels in Africa, the Americas and Central Asia. He noted that opium production in Afghanistan "forms a significant part of the Afghan economy and provides funding to terrorism and insurgency while fuelling corruption."

He warned that this situation "cannot last forever" and said that "the time has come for a more result oriented response to this challenge."

High Commissioner for Refugees (UNHCR), António Guterres, said that movements of human beings, patterns of migration, mobility and displacement are changing, and increasingly "the traditional distinction between migrants who cross borders in search of a better life and refugees who are forced to flee persecution and conflict, has become blurred."

For her part, the Director-General of the World Health Organization (WHO), Margaret Chan, pointed out that in the context of this year's protests in the Middle East some experts now believe that "greater equality must become the new economic and political imperative for a stable and more secure world."

She said that "prevention is the heart of public health, and equity is the soul."
