On the streets of the capital city the scene is chaotic and the notorious Luanda traffic jams bear evidence to a country unable at present to cope with a growing population of some 19 million people, almost half of whom are under the age of 18. For the last ten years, Angola has focused on rebuilding itself after decades of civil war and despite the visible development taking place, reconstructing the systems that form the foundation of a country's social services is proving harder to build.
