SOMALIA / 100 DAYS

The Transitional Federal Government (TFG)recently completed the first 100 days in office since the appointment of a new streamlined cabinet. Somalia’s Minister of Foreign Affairs Mohamed Abdullahi Omaar points out some of the achievements and the Government’s priorities, which include security, rebuilding state institutions, developing a constitutional frame work and service delivery. "First and foremost is security and the issue of containing and reversing extremism. Number two is actually rebuilding the institutions of the state, the legal and judicial, parliamentary, executive ministries. Secondly to establish a federal constitutional frame work so that all parts of Somalia, from the north to the south, agree on a new federal structure that is unified; and number four, service delivery: water, education, health, those are our priorities. Those are the four targets are as and everything flows under them. In terms of how we measure it, we measure it by achievement and outcome, set targets are established, we need to achieve this by this time and it is by those people, so we've not only set a timeline we give responsibility and therefore feed back on why and where and how all of these things are to be achieved at a given time."

"We have a large number of kids that are going to schools; public schools, private schools, schools provided by non - government organisations and there are students who are in refugee camps, internally displaced refuges that have been provided with emergency education programmes. The ministry has also established a teacher - training centre and we're working with our partners to allow school teachers to be trained and to have continuous professional development for our teaching staff. So we are embarking on a new era where we want to make sure that the education system is one that can compete with the neighbouring countries as well as the international community."

"We have collectively been working very hard to accomplish as much as is possible in this time frame. In our ministry in particular we were able to get Radio Mogadishu, which is the most listened to radio in Mogadishu; we have made improvements in its operations. We had one transmitter, we have back up one now, we had a generator, we have two new generators to back it up and provide sufficient power. We have worked on producing, publishing the first news paper in a long time, which is now the paper in town. We have done a great deal of work on starting up a television after twenty years, and hopefully that will be on line in the next month or so."

STORYLINE:

Hundreds of Somalis recently rallied in support of the Government in the streets of Somalia's Capital Mogadishu.

Despite 32 per cent of Somalis being in desperate need of relief aid as a result of drought and two decades of conflict, there are some signs of improvement in the daily lives of this troubled African nation's population.

Two decades after the Somali Civil War broke out and the subsequent collapse of the federal government, the Transitional Federal Government (TFG), formed in 2004, recently completed the first 100 days in office since the appointment of a new streamlined cabinet.

The Minister of Foreign Affairs, Mohamed Abdullahi Omaar pointed out some of the achievements and the Government's priorities, which include security, rebuilding state institutions, developing a constitutional frame work and service delivery.

He explained that each ministry has been set targets and time frames and the TFG is confident it can build on what's been achieved so far.

Education is a key target area for the Government and the Minister of Education, Dr. Abdinur Mo'alim Abdullahi explained that more children are getting to schools either run by the government, private institutions or centres run by Non Governmental Organizations (NGOs), including emergency schools that have been setup at Internally Displaced Persons (IDP) camps.

The ministry is also developing teacher training centres to allow professional development of teaching staff.

The Ministry of Information's priority is reaching out to the Mogadishu and Somali population, informing, educating and entertaining the people.

Radio Mogadishu, the most listened to Radio station in the capital is now fully functional and a new newspaper, DALKA is now in circulation.

A new national TV network is soon to be launched and will initially focus on current affairs.

The UN Security Council held a special meeting on Somalia this week as African Union backed Government troops make a major push against the al-Shabaab insurgency.
