"The U.S. position is that it would have been constructive, had it been possible, to issue a strong and unanimous statement in which we made clear that it was the Council's view that the attack by North Korea on the island of Yeonpyeong was to be condemned, and that we were clear as to what had transpired in addition to urging restraint."

STORYLINE:

Following an all-day Security Council meeting on Sunday (19 December), the Deputy Ambassador of China issued a statement today (20 December) on his country's diplomatic efforts to ease the tension between the two Koreas.

Speaking to the press, earlier today, Ambassador Wang Min said that recently China "has spared no efforts to engage both sides of the Peninsula and relevant parties through various channels, in order to avoid broadening of differences and escalation of tensions."

Member of the Chinese State Council Dai Binggou, during his visits to the Democratic People's Republic of Korea (DPRK) and the Republic of Korea (ROK), had urged the two sides to maintain calm and shot restraint, added Wang.

The Security Council emergency session on Sunday and China's statement follows ROK's recent one-day artillery exercise on the island of Yeonpyeong. The incident had reportedly inflamed tensions on the Korean Peninsula but the United States (US) issued a statement yesterday saying that the planned exercises are fully consistent with ROK's legal right to self-defense.

Although the Security Council meeting did not produce a unanimous outcome, China called the meeting "positive and of great importance."

Speaking on behalf of the US, Ambassador Susan Rice, also the Security Council's President for this month, said that "it would have been constructive, had it been possible, to issue a strong and unanimous statement in which we made clear that it was the Council's view that the attack by North Korea on the island of Yeonpyeong was to be condemned."
