"After years of talks in the form of this working group, open ended working group (OEWG) which was 15 16 years, and now we have two years of negotiations, for the first time you have a text to discuss. In UN customary there is no decision going to be made if you don't have a document, if you are not able to talk about each others position, so there were statements about the positions, there were known positions, individual members states   but now you have all these position here on the table; countries stated these positions and I put these excerpts. It is not just a compilation paper it is a workable paper, the member states positions are there so they are able now to talk. That's historic."

STORYLINE:

Afghan Ambassador Zahir Tanin, the Chair of the United Nations Intergovernmental Group to see Negotiations on Security Council Reform briefed journalists today at the United Nations.

Tanin announced that the text to be used as negotiation tool by the member states to reform the Security Council "is here, the text is embraced by the member states as a basis of negotiations."

He said that now it was the responsibility of the Member States on how to take it forward.

Tanin added that after years 15 or 16 years of talks for the first time there was a text to discuss upon. He said that now there all those position on the table; He said it was not just a compilation paper but it was a workable paper, "the member states positions are there so they are able now to talk. That's historic."
