"On 17 September 2009, 7,114 prisoners were released for their good conduct. They too will be able to participate in the general elections next year in accordance with the law. The multiparty general elections are a significant step in our transition to a peaceful, modern and developed democratic State. Democracy cannot be imposed from the outside and a system suitable for Myanmar can only be born out of Myanmar society."

"The sexual violence perpetrated to the women and to the girls of the Eastern Democratic republic of Congo, constitute in our eyes one of the most serious and heinous crimes that humanity has experienced in this 21st Century. In terms of statistics, 80% of these crimes committed in our territory are distributed primarily between two provinces, the most affected by the war, the South-Kivu and North-Kivu."

STORYLINE:

Sanctions imposed on Myanmar have no moral basis and create an obstacle to development and economic growth, the South East Asian country's Prime Minister told the General Assembly today (28 September) as he called for an end to the measures.

Prime Minister Thein Sein in his address to the Assembly's annual General Debate at United Nations Headquarters in New York noted that multiparty general elections will be held in 2010, and in accordance with the new Constitution the parliament will be convened and a government will be formed along the lines of a presidential system.

He told the Assembly that on 17 September 2009, 7,114 prisoners were released and will be able to participate in the elections, which he said "are a significant step in our transition to a peaceful, modern and developed democratic State".

Sein stressed that "democracy cannot be imposed from the outside and a system suitable for Myanmar can only be born out of Myanmar society."

Other speakers today included Patricia Espinosa Cantellano, Secretary of Foreign Relations of Mexico, Bruno Rodriguez Parrilla, Minister of Foreign Affairs of The Republic of Cuba, Ghazi Salah Eddin, Adviser to the President of the Republic of Sudan and Alexis Thambwe Mwamba, Foreign Minister of Democratic Republic of Congo (DRC).

Espinosa Cantellano said that the situation in Honduras highlighted the importance of "continuing to improve the regional mechanisms to prevent actions that undermine democracy and the rule of law" and congratulated the international community over its unanimous rejection of the coup d'etat that deposed President Jose Manuel Zelaya.

Rodriguez Parrilla welcomed US President Barack Obama's overtures for "dialogue and cooperation" with Cuba, but added that "unfortunately, time goes by and the speech does not seem to be supported by concrete facts."

Ghazi Salah Eddin lamented that "at a time when the Sudan started a new phase towards the achievement of political reform and transformation", his government has been targeted by "mendacious justice allegations" in the International Criminal Court (ICC) in what he described as a "losing attempt to hamper the process of peace and stability in the Sudan and to prolong the suffering of its people."

Thambwe Mwamba said that sexual violence against women and girls in the eastern Democratic Republic of Congo, "constitute in our eyes one of the most serious and heinous crimes that humanity has experienced in this 21st century" pointing out that these crimes have occurred predominantly in the war-torn area of the Kivus.

The 64th Session of the General Debate kicked off last Wednesday and will end tonight, with representatives of the Democratic People's Republic of Korea (DPRK), Honduras and others expected to take the podium.
