"Today, on the assumption that boats in distress carry migrants, ships pass them by ignoring their pleas for help in violation of international law. In many cases, authorities reject these migrants and leave them to face hardship and peril, if not death, as though they were turning away ships laden with dangerous waste."

"Because of its geographical location, Italy, as other countries of the Northern side of the Mediterranean, has been exposed over the last years to massive flows of migrants, to such an extent that this trend can sometimes affect domestic public order. Nevertheless, thousands of people have been and are being rescued at sea by the Italian authorities."

STORYLINE:

The United Nations High Commissioner for Human Rights Navi Pillay has criticized Italy, Malta and Libya for violating international law by ignoring the plight of thousands of migrants attempting to reach their shores by boat. 
 
In a speech to the Human Rights Council today in Geneva, the UN's top human rights official said that in many cases the authorities left them to face hardship and peril, if not death, as though they were turning away ships laden with dangerous waste. 
 
She said that in far too many cases, ships pass them by ignoring their pleas for help.
 
In response, the Italian ambassador to the UN in Geneva Laura Mirachian said that the Italian authorities had rescued more than 52,000 migrants at sea from January 2007 to August 2009. 
 
She said the massive flows of migrants across the Mediterranean had sometimes affected public order in Italy and called for greater efforts to fight human trafficking.
