STORYLINE:

UN Secretary-General Ban Ki-moon today (14 May) called for leadership and commitment at the highest level to "seal a deal" on a follow-on treaty to the Kyoto protocol by the end of the year.

Speaking at the launch of the new report on climate change and development in New York, Ban said that climate change would affect all countries, but the poor will suffer "first and worst". He recalled that he had seen the impacts of climate change first-hand, and concluded that "billions of people are at risk".

In 2007, Ban became the first UN Secretary-General to visit Antarctica, to see for himself the effects of climate change on melting glaciers.

Ban urged cooperation to "seal a deal" when ongoing negotiations culminate in a big climate change meeting to be held in Copenhagen from 7-18 December, calling for a deal that cuts greenhouse gas emissions, promotes green development, and "will help the most vulnerable to adapt to a changing climate".

Earlier in the day, the Secretary-General added his stamp to a "Seal the Deal" banner that will be presented to delegates in Copenhagen to remind them of popular support for a fair, balanced and effective agreement on climate change.

The Seal the Deal! campaign is mobilizing political leaders, the business sector and civil society on an ambitious, global scale to raise a strong call for urgent and united action on climate change.

The Swedish Minister for International Development Cooperation, Gunilla Carlsson told the Secretary-General that she hoped the "poorest of the poor" would have a voice during the negotiations "and also good results in the outcome", as she handed over the report of the Commission on Climate Change and Development.

The report finds that donors should honor their commitments to provide official development assistance, but that new and additional money for adaptation to climate change is needed together with effective global funding mechanisms to protect the world's most vulnerable people.

Local ownership is key, according to the report. Simple community-based measures can strengthen resilience, save lives and prevent future poverty and disaster. Communities in Bangladesh, Cuba and elsewhere have saved tens of thousands of lives through simple early warning systems and disaster planning.

The UN's top climate change expert Yvo de Boer today also updated reporters at UN headquarters in New York on the status of negotiations towards a post-Kyoto framework.

De Boer noted that only 200 days, or six weeks of net negotiating time, remained until the conference in Copenhagen. But he said that "Even though time is running out, even though time is short, I'm very encouraged" about the process and the fact that climate change remained high on the political agenda despite the financial crisis.

This year will see ongoing international negotiations coming to a head, as nations strive to agree on a treaty to replace the Kyoto Protocol when it expires in 2012. The protocol deals with the regulation of greenhouse gas emissions that contribute to global warming.
