On the occasion of this year’s Human Rights Day (10 December), UN Secretary-General Ban Ki-moon called on people around the world to rally in defense of those targeted by ethnic strife, hate speech, xenophobia and other forms of discrimination.

In a video message for the Day, Ban said “abstract” political commitments such as international treaties were not enough to protect the vulnerable.

Emphasizing on the theme of this year’s Human Rights Day, UN High Commissioner for Human Rights Navi Pillay, added that non-discrimination should be an unofficial theme every day, every year, for everyone.

The UN special rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, Githu Muijai, called the discrimination of migrant workers one of the most critical contemporary issues.

“These people (migrants) are already victims of very, very, very debilitating poverty, and therefore to be both – to be both poor and discriminated on the basis of the color of your skin or religion or some other basis of bigotry is very tragic.”

He said the issue was particularly important because so many people, drawn by hopes for a better future, migrate from poor countries to developed economies each year.

According to the UN Development Programme (UNDP)’s 2009 Human Development Report, nearly one billion, or one out of seven of the world’s people today are migrants.

Women account for almost half of all migrants. Vulnerable groups such as low-skilled women, who often end up in domestic work and the informal sector, are especially at high risk of exploitation and abuse.

Thousands of young Indonesia women, for instance, seek employment abroad as domestic workers. Keni Binti Carda, an Indonesian migrant worker, was severely beaten and burned by her employer in Saudi Arabia .

South Africa , where the main observance of this year’s Human Rights Day will take place, has itself been struggling with an influx of thousands of Zimbabweans crossing the border every month in search of work and security.

UNDP has noted that migrants moving from one developing country to another can cause hardship to both the communities in the host country and the migrants themselves. 
 
The UN refugee agency (UNHCR) last month condemned xenophobic attacks targeting some 3,000 Zimbabweans and other foreigners in South Africa ’s Western Cape Province . A wave of similar country-wide violence in May 2008 killed some 60 people and left tens of thousands of foreigners homeless.

With the country about to move into the global spotlight when it hosts next year’s soccer World Cup, UNifeed asked Muigai if post-apartheid South Africa could still be seen as a beacon of hope for tolerance and non-discrimination, given its recent reputation for xenophobia.

In response, the he said, “I do hope that this World Cup will be an opportunity for reflection about that, where South Africa is going, what lessons it can teach the rest of the world, and what further healing it can do to itself.”

The High Commissioner, who will be in South Africa to mark this year’s Human Rights Day, said that discrimination has “no beneficial aspects for society whatsoever,” and urged people everywhere to embrace diversity.

Human Rights Day is observed by the international community every year on 10 December and marks the anniversary of the Universal Declaration of Human Rights which was adopted in 1948.
