Council Authorizes No-Fly Zone over Libya, Tightens Sanctions
A wide view of the Security Council as 5 Members—China, Brazil, Germany, India and the Russian Federation—indicate their abstentions on resolution 1973 (2011) which authorizes the use of military force, including a no-fly zone, in Libya. The resolution also calls for an immediate ceasefire in the country and strengthens sanctions against senior Libyan officials who continue to perpetrate or support widespread attacks on the civilian population. The resolution was adopted, having acquired the nine necessary votes in favour.
